(Anti-Bullying Policy)

 

A. Réamhrá

De réir na riachtanas den Acht Oideachais (Leas) 2000 agus na dtreoirlínte um chód iompair a d’eisigh NEWB, ghlac an Bord Bainistíochta i nGaelscoil de hÍde, Roscomáin an polasaí frithbhulaíochta seo a leanas laistigh den chreatlach den chód iompair scoile ar an iomlán. Tá an polasaí seo ag cloí go hiomlán leis na riachtanais de na Nósanna Frithbhulaíochta do na Bunscoileanna agus na Meánscoileanna a foilsíodh i Meán Fómhair 2013.

Aithníonn an Bord Bainistíochta an cineál dáiríre bulaíochta agus an tionchar diúltach ar féidir leis a bheith ar shaoil na bpáistí agus tá sé tiomanta go hiomlán mar sin sna príomhphrionsabail de dhea-chleachtais chun iompar bulaíochta a chosc agus chun dul i ngleic leis.

a) Cuireann Gaelscoil de hÍde chun cinn cultúr scoile agus timpeallacht dearfach

- a chuireann fáilte roimh difríocht agus éagsúlacht agus atá bunaithe ar uileghabhálacht
- a spreagann daltaí eachtraí d’iompar bulaíochta a insint agus a phlé i dtimpeallacht                           neamhbhagrach
- chuireann caidrimh mheasúla chun cinn sa phobal scoile.

b) Tá ceannaireacht éifeachtach an-tábhachtach laistigh den scoil.
c) Léirítear cur chuige scoile iomlán maidir le bulaíocht
d) Bíonn tuiscint roinnte maidir le céard is bulaíocht ann agus a thionchar sa phobal scoile.
e) Cuirimid i bhfeidhm straitéisí  um cosc (lena n-áirítear beartais múscailt feasachta) a chothaíonn ionbhá, meas     agus athléimneacht sna daltaí; agus dírímid go sonrach ar cheisteanna cibearbhulaíochta agus bulaíocht                 bunaithe ar fhéiniúlacht lena n-áirítear go háirithe, bulaíocht homafóbach agus trasfóbach
f) Cuirimid feitheoireacht agus monatóireacht na ndaltaí ar fáil atá éifeachtacht.
g) Bíonn tacaí i bhfeidhm don fhoireann;
h) Coinnímíd cuntas, imscrúdú agus obair leantach leanúnach d’iompar bulaíochta.
i) Bíonn measúnú leanúnach den éifeachtacht a bhaineann leis an bpolasaí frithbhulaíochta. 

 

B. Sainmhíniú ar Bhulaíocht

Sainmhínítear bulaíocht de réir na Nósanna Imeachta Frithbhulaíochta do na Bunscoileanna agus na Meánscoileanna mar seo a leanas:

Is éard is bulaíocht ann ná iompar diúltach gan iarraidh, ó bhéal, síceolaíoch nó fisiceach a dhéanann duine nó grúpa in aghaidh duine (nó daoine) agus go leanann sé ar aghaidh thar thréimhse ama.

Tá na cineálacha seo a leanas d’iompar bulaíochta san áireamh sa sainmhíniú ar bhulaíocht:

- eisiamh de bhun tola, cúlchaint mailíseach agus cineálacha eile de bhulaíocht coibhneasta,

- cibearbhulaíocht agus

- bulaíocht bunaithe ar fhéiniúlacht cosúil le bulaíocht homafóbach, bulaíocht ciníoch, bulaíocht               bunaithe ar bhalraíocht duine den lucht Siúil agus bulaíocht orthu siúd a bhfuil riachtanais speisialta       oideachais orthu nó míchumais orthu.

Níl eachtraí iontu féin nó aonaracha d’iompar diúltach toiliúil, lena n-áirítear teachtaireacht téacs aon uaire ionsaitheach nó gortaitheach nó teachtaireachtaí eile príobháideacha, i gceist sa sainmhíniú ar bhulaíocht agus ba chóir déileáil leo, de réir mar is cuí, de réir cód iompair na scoile.

I gcomhthéacs an pholasaí seo, áfach, glacfar mar iompar bulaíochta é má leagtar teachtaireacht ionsaitheach nó gortaitheach poiblí, íomhá nó ráiteas ar shuíomh gréasáin sóisialta nó fóram poiblí san áit ar féidir an teachtaireacht, íomhá nó ráiteas a fheiceáil nó a athchraoladh ó dhaoine eile.

Pléifear le iompar diúltach nach bhfuil san áireamh sa sainmhíniú ar bhulaíocht de réir cód iompair na scoile.

Tá breis eolais maidir le cineálacha difriúla bulaíochta leagtha amach i Roinn 2 de na Nósanna Frithbhulaíochta do Bhunscoileanna agus Meánscoileanna lena n-áirítear ionsaí fisiceach, imeaglú, scoite amach/eisiamh agus bulaíocht eile coibhneasta, baisteachán, damáiste réadmhaoine agus sracadh.

 

C. Múinteoir freagrach chun imscrúdú a dhéanamh ar eachtraí bulaíochta líomhnaithe

Is é seo a leanas an múinteoir ábhartha chun bulaíocht a imscrúdú agus a phlé: An múinteoir ranga.

 

D. Straitéisí um Cosc

Is iad seo a leanas na straitéisí um oideachas agus um cosc (lena n-áirítear straitéisí dírithe ar cibearbhulaíocht agus bulaíocht bunaithe ar fhéinaitheantas lena n-áirítear go háirithe, bulaíocht homafóbach agus trasfóbach) a úsáidfidh na múinteoirí i nGaelscoil de hÍde:

Tá polasaí scoile Frithbhulaíochta iomlán forbartha i gcomhoibriú leis an bpobal scoile iomlán.

- Seolfar an polasaí athbhreithnithe chuig na tuismitheoirí reatha agus lorgófar gealltanas uathu maidir le          tacaíocht don pholasaí.

- Ceapfaidh gach rang rialacha ranga ag tús gach bliana a chuirfidh chun cinn cuimsiú, glacadh le difríocht        agus meas dá chéile. Síneoidh na páistí gur ghlac siad leis an gCód Ranga.

- Eagrófar ceardlanna cibearbhulaíochta do pháistí sna meánranganna agus sna hardranganna. Cabhróidh na      Gardaí Áitiúla Poiblí linn maidir leis seo.

- Eagrófar ceardlanna cibearbhulaíochta do thuismitheoirí. Cabhróidh na Gardaí Áitiúla Poiblí linn maidir leis   seo.

- Déanfar ceardlann scileanna sóisialta do pháistí le riachtanais speisialta sa réimse seo a chur ar fáil.               Eagróidh an múinteoir acmhainne na ceardlanna seo.

- Tabharfar breis cúnamh do pháistí le riachtanais speisialta i rang a 6 agus iad ag bogadh ar aghaidh go dtí      an meánscoil.

- Eagrófar Lá Feasachta Bulaíochta gach téarma do gach rang ag úsáid acmhainní ón suíomh gréasáin               feachtas frithbhulaíochta agus ó fhoinsí eile.  Tá súil again thar thréimhse ama go mbeidh iompar                   bulaíochta  Aitheanta, Diúltaithe agus Tuairiscithe.

- Beidh leathlae cairdis againn gach téarma lena n-áireofar gníomhaíochtaí ranga/scoile bunaithe a chuirfidh   chun cinn comhoibriú, roinnt, cairdeas idir na páistí ar fad. Eagrófar díospóireachtaí ranga maidir le cairdis.

- Cuirfidh an fhoireann i bhfeidhm an clár OSPS scoile ina iomlán lena n-áirítear An Clár Fan Sábháilte, an       clár Siúil Ard agus Beo go Deo.

- Múinfear an curaclam OSPS sna ranganna go léir agus téann sé i ngleic le bulaíocht chomh maith le réimsí     idirghaolmhara de mhuintearas agus suimeáil, cumarsáid, coimhlint, cairdeas, sábháilteacht pearsanta agus     caidrimh.

- Seolfar  bileog chomhairle chuig na tuismitheoirí ar fad ag tús na bliana scoile chun a chur in iúl dóibh          céard le déanamh i gcás bulaíochta.

- Pléifear polasaí frithbhulaíochta na scoile agus an cód iompair go rialta ag cruinnithe foirne.

 

E. Nósanna chun imscrúdú, scéal leantach agus cuntas a choinneáil

Is iad seo a leanas na nósanna scoile chun imscrúdú, scéal leantach agus cuntas a choinneáil d’iompar bulaíochta agus straitéisí idirghabhála a úsáidfear sa scoil chun plé le cásanna d’iompar bulaíochta:

- Tá an fhreagracht ar mhúinteoirí ranga chun déileáil le cásanna bulaíochta a léirítear dóibh.

- Spreagfar an fhoireann neamh-mhúinteoireachta eachtraí a thuairisciú, gan breithiúnas, go dtí an múinteoir   ranga tar éis cuntas de mhionsonraí a choinneáil nó amhras d’eachtra lena n-áirítear an t-am, an dáta, na       daltaí lena mbaineann agus na daltaí eile i láthair.

- Is é an príomhaidhm maidir le himscrúdú agus le plé le bulaíocht ná aon cheist a réiteach agus na caidrimh   leis na páirtíthe lena mbaineann a chur ar ais arís an méid agus is féidir (seachas an milleán a leagan ar         dhuine éigean).

- Ní mór don mhúinteoir ranga gach tuairisc ar bhulaíocht a imscrúdú. 

- Ní mór do mhúinteoirí ranga cur chuige calma, neamh-mhothúchánach fadhbréiteach a ghlacadh agus iad      ag plé le heachtraí d’iompar bulaíochta líomhnaithe.

- Ba chóir eachtraí a imscrúdú lasmuigh den seomra ranga chun príobháideacht gach duine lena mbaineann a    chinntiú.

- Ba chóir gach agallamh a dhéanamh go híogaireach.

- Ba chóir don mhúinteoir ranga freagraí a lorg maidir le ceisteanna cosúil le cad, cén áit, cén uair, cé agus       cén fáth.

- Más rud é go bhfuil grúpa i gceist ba chóir agallamh a chur ar gach bhall duine ar dhuine ar dtús. Ina             dhiaidh sin ba chóir dóibh siúd uile a bhaineann bualadh le chéile mar ghrúpa. - Má cheapann an múinteoir gur tharla iompar bulaíochta ba chóir glaoch ar thuismitheoirí na bpáirtithe go     luath chun insint dóibh faoin scéal agus chun a mhíniú dóibh faoi na gníomhaíochtaí a chuirfear i bhfeidhm.

- Ba chóir don mhúinteoir ranga a insint don dalta go bhfuil sé ag sárú polasaí frithbhulaíochta na scoile         agus ba chóir iarrachtaí a dhéanamh ligean dó breathnú ar an scéal trí shúile an pháiste ar a rinneadh an       bulaíocht.

- Ba chóir cruinniú leantach leis na páirtithe ábhartha lena mbaineann agus na daltaí a thabhairt le chéile.

- Ní mór don mhúinteoir imscrúduithe cuntas i scríbhinn a choinneáil de gach eachtra bulaíochta.

- Ní mór cuntas a choinneáil den eachtra sa teimpléad taifeadta más rud é tar éis 20 lá nár tháinig deireadh     leis an iompar bulaíochta agus nach bhfuil na caidrimh idir na páirtithe ar ais mar a bhí siad. Ní mór eolas a   thabhairt don phríomhoide ag an gcéim seo agus cóip a fháil den teimpléad taifeadta.   

 

F.   Clár Taca

Is é seo a leanas clár taca na scoile chun oibriú le daltaí atá buailte le bulaíocht:

An páiste ag bulaíocht –

 

- Má tá údar imní dáiríre ag an scoil maidir le hiompar dalta a bhainistiú lorgófar comhairle ón           tSeirbhís Náisiúnta Síceolaíochta Oideachais.
- Cuirfear ar aghaidh eachtraí dáiríre d’iompar bulaíochta, de réir Nósanna Páistí ar dtús agus             Cosaint Páistí do bhunscoileanna agus do mheánscoileanna, chuig an FSS do Pháistí agus chuig         Seirbhísí Teaghlaigh agus/nó chuig na Gardaí de réir mar is cuí.
- Mura bhfuil an scoil cinnte lorgóidh an Teagmhálaí Ainmnithe comhairle ó FSS do Pháistí agus         Seirbhísí Sóisialta Teaghlaigh.

Dearbhaíonn an Bord Bainistíochta go bhfuil polasaithe agus cleachtais feitheoireachta agus monatóireachta i bhfeidhm chun iompar bulaíochta a chosc agus chun plé leis chun idirghabháil luath a éascú más féidir.

 

H. Cosc ar Chiapadh
Dearbhaíonn an Bord Bainistíochta go mbeidh an scoil, de réir na ndualgas faoi reachtaíocht comhionannais, ag tógáil céimeanna atá indéanta go réasúnta chun cosc a chur ar chiapadh gnéasach na ndaltaí nó na foirne nó ciapadh ar dhaltaí nó ar fhoireann maidir le haon cheann de na naoi gcásanna luaite i.e. inscne lena n-áirítear trasinscne, stádas sibhialta, stádas teaghlaigh, gnéaschlaonadh, creideamh, aois, míchumas, cine agus ball den Lucht Siúil.

A.    Introduction

In accordance with the requirements of the Education (Welfare) Act 2000 and the code of behaviour guidelines issued by the NEWB, the Board of Management of Gaelscoil de hÍde, Roscomáin  has adopted the following anti-bullying policy within the framework of the school’s overall code of behaviour. This policy fully complies with the requirements of the Anti-Bullying Procedures for Primary and Post-Primary Schools which were published in September 2013. The Board of Management recognises the very serious nature of bullying and the negative impact that it can have on the lives of pupils and is therefore fully committed to the following key principles of best practice in preventing and tackling bullying behaviour:

a) A positive school culture and climate which:

                - welcomes difference and diversity and is based on inclusivity

                - encourages pupils to disclose and discuss incidents of bullying behaviour in a non-threatening                    environment

                - promotes respectful relationships across the school community.

b) Effective leadership

c) A school-wide approach

d) There is a shared understanding of what bullying is and its impact among the school population.

e) Implementation of education prevention strategies (including awareness raising measures) that build      empathy, respect and resilience in pupils; and we explicitly address the issues of cyber-bullying and identity-        based bullying.

f)  Effective supervision and monitoring of pupils;

g) Supports in place for staff;

h) Consistent recording, investigation and follow up of bullying behaviour.

i) On-going evaluation of the effectiveness of the anti-bullying policy.

 

B.    Definition of Bullying

In accordance with the Anti-Bullying Procedures for Primary and Post-Primary Schools bullying is defined as follows:

Bullying is unwanted negative behaviour, verbal, psychological or physical conducted, by an individual or group against another person (or persons) and which is repeated over time.

The following types of bullying behaviour are included in the definition of bullying:

- deliberate exclusion, malicious gossip and other forms of relational bullying,

- cyber-bullying

- identity-based bullying such as homophobic bullying, racist bullying, bullying based on a person’s           membership of the Traveller community

- bullying of those with disabilities or special educational needs.

Isolated or once-off incidents of intentional negative behaviour, including a once-off offensive or hurtful text message or other private messaging, do not fall within the definition of bullying and should be dealt with, as appropriate, in accordance with the school’s code of behaviour.

However, in the context of this policy, placing a once-off offensive or hurtful public message, image or statement on a social network site or other public forum where that message, image or statement can be viewed and/or repeated by other people will be regarded as bullying behaviour.

Negative behaviour that does not meet this definition of bullying will be dealt with in accordance with the school’s code of behaviour. Additional information on different types of bullying is set out in Section 2 of the Anti-Bullying Procedures for Primary and Post-Primary Schools including physical aggression, intimidation, isolation/exclusion and other relational bullying, name-calling, damage to property and extortion.

 

C.     Teacher Responsible for Investigating Alleged Bullying Incidents

The relevant teacher(s) for investigating and dealing with bullying in Gaelscoil de hÍde is  The class teacher/An múinteoir ranga

 

D. Prevention Strategies

The education and prevention strategies (including strategies specifically aimed at cyber- bullying and identity-based bullying including in particular, homophobic and transphobic bullying) that will be used by the teachers in Gaelscoil de hÍde are as follows:

- A whole school Anti-bullying policy has been developed in collaboration with the whole school community.

- The revised policy will be circulated to all current parents and an undertaking of their support for the    policy will be sought.

- All new parents will get a copy of the policy at the parent’s night of Junior Infants.

- Each class will devise classroom rules at the beginning of each year which will promote inclusion,   acceptance of difference and respect for one another. Children will sign their acceptance of the Class             Code. 

- Cyber bullying workshops will be organised for children in the middle and senior classes. Local Community    gardaí will help us in this regard.

- Social skills workshop for children with special needs in this area will be made available. The resource            teacher will organise these workshops.

- Additional help will be given to children with special needs in rang 6 as they move on to secondary school.

- A Bullying Awareness Day will be held each term for all classes using resources from the anti-bullying           campaign website and other sources. We hope that over time bullying behaviour will be RECOGNISED,           REJECTED and REPORTED (the 3 R’s).

- We will have a friendship half day each term which will include class based/school based fun activities         which promote co-operation, sharing, friendship between all the children. Class discussions on friendships     will be held.

- The SPHE curriculum will be taught in all classes and it explores bullying as well as the inter-related areas    of belonging and integrating, communication, conflict, friendship, personal safety and relationships.

- An advice sheet will be circulated to all parents at the start of the school year to inform them what to do      in a bullying situation.

- Discussion of the school’s Anti-bullying policy and code of behaviour will be regularly discussed at staff          meetings.

 

E. Procedures for Investigation, Follow-up and Recording

The school’s procedures for investigation, follow-up and recording of bullying behaviour and the established intervention strategies used by the school for dealing with cases of bullying behaviour are as follows:     

       - Class teachers have the responsibility to deal with cases of bullying brought to their attention.

- Non-teaching staff will be encouraged to report any incidents, without judgement ,to the class teacher having recorded initial scant details or suspicion of an incident including time, date, pupils involved and other pupils present

- Class teachers must take a calm, unemotional, problem-solving approach when dealing with incidents of alleged bullying behaviour. Incidents need to be investigated outside the classroom situation to ensure the privacy of all involved.

- All interviews should be conducted with sensitivity with the aim of establishing the nature and extent of the behaviour and any reasons for it. The teacher should seek answers to questions of what, where, when, who and why. If a group is involved each member should be interviewed individually at first. Thereafter all those involved should be met as a group. At the group meeting each member should be asked for his/her account of what happened to ensure that everyone in the group is clear about each other’s statements.  It may be helpful to ask those involved to write down their account of the incident.

- The primary aim in investigating and dealing with bullying is to establish the facts, to resolve any issues and to restore as far as is practicable the relationships of the parties involved. The investigating teacher does not apportion blame but rather treats bullying behaviour as a “mistake” that can and must be remedied. A restorative practice approach will be used in its initial stage of resolving the situation. The teacher  emphasizes that the intention is not to punish perpetrators but to talk to them, to explain to them how hurtful and harmful bullying is. The teacher should tell the pupil that he/she is in breach of the school’s anti-bullying policy and efforts should be made to try to help him/her to see the situation from the perspective of the pupil being bullied.

- In cases where it has been determined by the relevant teacher that bullying behaviour has occurred, the parent(s)/guardian(s) of the parties involved will be contacted at an early stage to inform them of the matter and explain the actions being taken. The class teacher will also inform the principal.  The school will give parent(s)/guardian(s) an opportunity to discuss ways in which they can reinforce or support the actions being taken by the school and the supports provided to the pupils.

- It must also be made clear to all involved (each set of pupils and parent(s)/guardian(s)) that in any situation where disciplinary sanctions are required, this is a private matter between the pupil being disciplined, his or her parent(s)/guardian(s) and the school.

 The following steps are taken in dealing with bullying behaviour:

- A verbal warning is given to the perpetrator to stop the offending behaviour.  The perpetrator is requested to apologise to the victim and to give an assurance that the offending behaviour will stop. The parents will be informed at this stage. A follow-up meeting with the relevant parties involved will be arranged and the pupils brought together.

- If after the above, the bullying behaviour reoccurs a formal meeting of the perpetrator, his/her parents /guardians, the Principal and Chairperson of the Board of Management will be held and the situation will be discussed.  It will be hoped, following this meeting,  that there will be an improvement in behaviour.

- If following this meeting there is no improvement and the bullying behaviour is continuing a formal suspension may occur.  The Chairperson has the authority to enact an immediate suspension or the situation may be brought before the Board of Management.

- All incidents of bullying must be recorded in writing by the investigating teacher. The investigating teacher will complete a report on the school’s official template including the findings of the investigation, the strategies used, the outcomes and any other relevant information. The class teacher will keep the recording template and will provide a copy to the principal if she/he feels that the bullying behaviour has not been adequately and appropriately addressed within 20 school days after he/she has determined that bullying behaviour has taken place.

- The parents of the bullied child will also be informed and a meeting arranged. The schools’ programme for supporting pupils who have been bullied will be discussed.

- All documentation regarding bullying incidents will be kept in the school until a pupil reaches 21 years of age.

 

F. Support Programme

 The school’s programme of support for working with pupils affected by bullying is as follows:

The child affected by bullying -

- ending the bullying behaviour

- ensuring the school culture fosters respect for bullied pupils and all pupils

- ensuring the school culture fosters empathy towards and support for bullied pupils

- Indicating clearly that the bullying is not the fault of the targeted pupil through the awareness-         raising programme.

- the child to be included in a social skills workshop if it is considered appropriate conducted by the   resource teacher to help raise their self-esteem, to develop their friendship and social skills and       thereby build resilience.

The child bullying -

- Making it clear that bullying pupils who reform are not blamed or punished and get a “clean           sheet”

- Helping those who need to raise their self-esteem by encouraging them to become involved in          activities that develop friendships and social skills.

- Using learning strategies throughout the school and the curriculum to help enhance pupils’ feeling    of self worth.

- If the school has serious concerns in relation to managing the behaviour of a pupil the advice of       the National Education Psychological Service (NEPS) will be sought.

- Serious instances of bullying behaviour will, in accordance with the Children First and the Child       Protection Procedures for primary and post-primary schools, be referred to the HSE Children and      Family Services and/or Gardaí as appropriate.

- If the school is unsure the DLP will seek advice from the HSE Children and Family Social Services.

 

G.   Supervision and Monitoring of Children

The Board of Management confirms that appropriate supervision and monitoring policies and practices are in place to both prevent and deal with bullying behaviour and to facilitate early intervention where possible.

 

H.    Prevention of Harrassment

The Board of Management confirms that the school will, in accordance with its obligations under equality legislation, take all such steps that are reasonably practicable to prevent the sexual harassment of pupils or staff or the harassment of pupils or staff on any of the nine grounds specified i.e. gender including transgender, civil status, family status, sexual orientation, religion, age, disability, race and membership of the Traveller community.

This policy has been made available to school personnel, published on the school website (or where none exists, is otherwise readily accessible to parents and pupils on request) and provided to the Parents’ Association (where one exists). A copy of this policy will be made available to the Department and the patron if requested.

Written notification that the review has been completed will be made available to school personnel, published on the school website (or where none exists, be otherwise readily accessible to parents and pupils on request) and provided to the Parents’ Association (where one exists). A record of the review and its outcome will be made available, if requested, to the patron and the Department.
